Ms. Scarpa has worked in water quality programs in California for more than 30 years, with over 25 years’ direct experience with municipal stormwater programs. Lynne currently provides technical assistance, program support, and project management for San Francisco Bay Area municipal agencies for NPDES stormwater and wastewater permit compliance. Prior to joining EOA, Lynne managed a municipal stormwater program for a large Phase I city with diverse watersheds and issues.  She recently coordinated public outreach for Phase II communities, and produced their Public Education Strategy. Lynne is an accomplished facilitator and trainer, and has represented a variety of municipalities and countywide programs in regional efforts for compliance to either Phase I or Phase II stormwater NPDES permits.
