Jill is a water resources engineer and project manager with over 25 years of experience in the fields of stormwater quality and flow control, pollution prevention, municipal stormwater program management, watershed management, and permit compliance. She specializes in providing guidance and assistance to municipal agencies regarding compliance strategies for addressing water quality and quantity issues associated with land development projects. Jill is a recognized leader in the areas of low impact development techniques, green infrastructure planning, stormwater treatment, and hydromodification management, and has conducted numerous workshops and trainings on these topics throughout the state. Jill is active in both the California Stormwater Quality Association (CASQA) and the Bay Area Stormwater Management Agencies Association (BASMAA). Jill is a member of EOA’s Operations Committee and manager of the firm’s Sunnyvale office.
