Wendy Edde has returned to EOA in 2025 after a stint creating the City of Bend, OR stormwater utility and quality program, and serves as a Senior Scientist.  In her nine total years at EOA, Wendy has focused on cost reporting, low impact development, construction site, municipal maintenance, and program management of Phase I and Phase II programs. She brings with her strong experience in utility in utility fee setup, permit negotiation, interdepartmental and interagency coordination, and knowledge of various low impact development including stormwater underground injection controls/injection and related permitting. Born and raised in Santa Rosa, CA, Wendy earned a B.S. in Environmental Policy Analysis and Planning – Environmental Science from U.C. Davis, and has lived in various cities throughout the San Francisco Bay Area. In her free time Wendy enjoys spending time with family and friends backpacking/hiking, and curling.
